Resolvido - teclado repetindo letras

Já tentei alterar as configuracões do teclado e simplesmente não tem efeito (mesmo no longo continua com problema), formatei 2 vezes (Win 7 ultimate x64) e também testei pelo Ubuntu (LiveCD) também com problema, então não acho que seja o SO.
Pelo Setup da BIOS continua o problema.
Resetei CMOS... também nada
MoBo: Pegatron IPM41-D3
Malwarebytes Anti-Malware & Avast: 0 Ameaças
Teclados: (todos USB)
Genius e Microsoft - tenho a mais de um ano e funciona, mas  algumas teclas deles não funcionam por isso troquei.
Leadership e C3Tech -  problemas (os dois funcionam em outros PC, mas nessa  máquina não...)

Outros dispositivos USB funcionando perfeitamente.

OBS: o LoL que chegava a 130~70Fps VSync Off agora não chega a 50 além dos incontaveis drops pra 05Fps que torna impossivel jogar  // Mouse as vezes da umas travadas também :v

RESOLVIDO: Troquei o cabo de força da fonte e voltou a funcionar sem problemas, quanto ao baixo desempenho em jogos ainda não verifiquei se mudou alguma coisa.

Sim, o teclado é novo e o problema é em todas as teclas :s 

@FunkyClearMen Cat Acho que expliquei mal, os dois primeiros estão com problemas no próprio teclado por tempo de uso (não tem nada a ver com o problema em questão), porém, com exceção de algumas teclas eles funcionam perfeitamente.

já troquei a posição do plug, acho que se fosse a placa-mãe as outras coisas iriam dar problema também.
